Dover Pond HOA – Rules & Restrictions Summary
To preserve the character and harmony of our community, all homeowners must follow the Dover Pond HOA restrictions. Below are key highlights:
Property Use and Occupancy
- Only residential use is permitted. Home offices are allowed, but no commercial operations.
- Home Occupancy and Rental Restrictions: All homes must be used as the owner’s primary residence and may not be rented or leased. Short-term rentals (including Airbnb, VRBO, or similar platforms) and transient occupancy are not permitted. Subleasing is also not allowed.
- Fences and sheds of any kind are not permitted.
- Above-ground pools are not permitted.
- No temporary structures such as trailers, tents, barns, or outbuildings.
- All construction projects (including additions, driveways, pools, etc.) must be kept clean and completed in a reasonable time.
Vehicles and Parking
- No boats, RVs, campers, trailers, or similar recreational vehicles may be stored or parked on driveways, streets, or any part of the property.
- No commercial vehicles may be parked on driveways or streets. All vehicles must comply with residential use restrictions.
- All other vehicles must be properly licensed and enclosed in garages when not in regular use.
Signs and Advertising
- No advertising signs except approved “For Sale” signs.
Pets
- Only common household pets are allowed (maximum 3). No livestock or commercial breeding.
Exterior Appearance and Maintenance
- No exterior clotheslines, visible laundry, or storage of personal items outside.
- Trash and recyclables must be kept in approved containers and not visible to residents. Burning is not allowed (except leaves, if permitted by village ordinance).
- All landscaping, drainage, and grading changes must comply with Association rules.
- All properties must be well maintained. Grass must be mowed biweekly in season, and weeds kept in check. Debris, weeds, and grass clippings from your curb area should be cleaned regularly, as they can cause drainage issues for the neighborhood.
Article III – Architectural Control
- No changes or alterations to a property or structure may be made without written approval from the Architectural Control Committee.
- Satellite dishes, antennas, and solar panels must be approved by the Architectural Control Committee.
Exterior Lighting
- Permanent roofline or soffit lighting is not permitted.
- All other permanent exterior lighting installations (such as landscape or accent lighting) must receive written approval from the Architectural Control Committee prior to installation. Lighting must be visually appropriate for the neighborhood and may not cause disruption or affect the character, safety, or harmony of the community.
Seasonal and Holiday Lighting
- Seasonal and holiday lighting is permitted on a temporary basis only and must be removed within a reasonable period after the holiday.
- Winter holiday lighting (e.g. , Christmas, Hanukkah,) may be installed no earlier than November 15 and must be removed by January 15.
- Other holiday lighting (e.g., Halloween) may be displayed up to 2 weeks before the holiday and must be removed within 3 days after.
- All holiday lighting should be turned off by 12:00 midnight, unless in use for a special event. This helps maintain a peaceful environment for all residents.
- Lighting must be visually appropriate and may not create glare, flashing, or excessive brightness that disrupts neighboring homes.
Dover Pond Access Policy
While Dover Pond is a scenic feature of our neighborhood, it is not owned or managed by the Dover Pond HOA. Ownership of the pond is divided between the Land Conservancy of Lake County and a few adjacent private homeowners—not including any homes within the Dover Pond subdivision.
As such, there is no authorized resident access to the pond from Dover Pond properties. To avoid liability and respect private property rights, the following activities are not permitted:
- No boating or kayaking
- No fishing from the shore or from private property
- No swimming or recreational entry
- No construction or use of docks, ramps, or launches
- No motorized vehicles on the lake
We ask all residents and guests to respect these boundaries. If you have questions about property lines or pond usage, please contact the Village of Deer Park or consult your property’s plat of survey for clarification.
